Women’s Services Program Director – Posting #21-012
The Program Director works closely with the Chief Clinical Officer and is responsible for the provision of clinical services to patients enrolled in their assigned unit. This position provides coordination and performance of a cohesive network of innovative, substance use disorder facilities and clinics to deliver a continuum of high-quality, evidence-based integrated care to persons with substance use disorder and co-occurring mental health disorders. The Program Director is responsible for hiring, supervising, evaluation of clinical staff and general oversight of clinical service delivery provided at their location. The Program Director will assure service delivery is congruent with organizational policy and procedures and strategic plans, as well as meeting or exceeding the quality expectations and legal requirements of contractors and accreditation bodies. The Program Director will have direct oversight of the organization’s residential program for pregnant and parenting women and single women. The position will work with the Childcare Supervisor to ensure that the program’s onsite childcare program is following all state required rules and regulations.
• Recruit, interview, hire, discipline and annually evaluate treatment program staff in accordance with organizational policies and procedures.
• Assist treatment staff to establish high performing teams that meet or exceed program or organizational performance goals and quality measures.
• Supervise, teach and assist program supervisors to effectively hire, supervise, discipline and annually evaluate the program staff.
• Monitor established objectives and operational and performance metrics for all clinical units, including patient care, record-keeping requirements, operating within established budgets, meeting all regulatory and contract requirements.
• Engage treatment program staff in ongoing clinical curricula improvements to address needs of their patients, integrate promising practices, and adjust treatment to changes in patients and drug use trends.
• Advise program supervisors on their hiring, discipline, termination and pay adjustment decisions to ensure compliance with company policy and practices.
• Promote a positive team attitude with employees and volunteers and proactively assure state of the art service delivery.
• Develop and implement, with program supervisors, procedures staff guidelines to instruct staff. Participate in senior management level drafting of new or revised organizational policy.
• Collaborate with organizational vendors to maintain electronic health record software for residential programs, including adjusting for new contractor requirements.
• Maintain a collaborative relationship with the Chief Clinical Officer in order to coordinate clinical in-service, performance improvement activities, and compliance with regulatory rules and corrective action plans.
• Work with the organization’s Marketing Specialist to consult, educate, and market the organization’s women treatment programs with the goal of identifying opportunities for new services, resolving complaints or concerns, obtaining new contracts, and developing relationships with health plans and referents.
• Prepare reports to inform management and stakeholders on clinical offerings, their effectiveness, and the program’s attainment of established goals and initiatives.
• Assist with development of clinical program budgets, including submit priority requests for budget inclusion, monitor expenditures with program supervisors, and submit justifications for large purchases and facility improvements.
• Participate in management-level meetings; regularly observe clinical staffing of supervised program supervisors.
• Ensure that the program’s childcare program is following all health and safety procedures and provides age appropriate instruction.

• Bachelor’s degree in Clinical or Counseling Psychology, Social Work or Marriage and Family Therapy required, Master’s degree preferred.
• Washington State Substance Use Dependency Professional Certification and licensure in Washington State Counseling discipline (LMFT, LMHC, LCSW, etc.) preferred.
• Minimum of 3 years of clinical management experience in substance use disorder and mental health treatment, at least 1 of which included clinical supervision of substance use dependency and/or mental health counselors and trainees preferred.
• Familiarity and understanding of Washington State Administrative Codes for substance use dependency, mental health programs and childcare programs (inc. WAC 246-341) as well as Department of Health regulations and federal rules regarding privacy (CFR 45) and confidentiality of persons with alcoholism and drug addiction (CFR 42).
• Documented qualification as both an approved supervisor for Mental Health Counselors and/or LMFTs and an approved clinical supervisor for SUDPTs or ability to obtain within approximately 1 year preferred.
• Maintain a valid Washington State Driver’s license and personal automobile insurance and ability to drive to treatment locations and meetings.
• Ability to pass a post-offer, pre-employment drug test and agreement to agency’s drug free workplace policies, including compliance with random and/or for cause drug testing.
• Offer of employment is conditional upon Criminal Background Check from the Washington State Patrol and DSHS.
• All sites are tobacco-free and employee must comply with agency policies and rules;
• This position must have a positive and supportive attitude toward the organization and its overall success. Director must be self-motivated, with demonstrated ability to work independently as well as to develop high-functioning clinical teams.
• Exceptional clinical knowledge of substance use dependency and treatment techniques as well as integrated treatment of co-occurring mental disorders and ability to teach clinical supervision and personnel management to new program managers.
• Exceptional leadership, problem-solving abilities and multi-tasking skills as well as a passion to improve services and outcomes for persons with alcoholism and drug addiction.
• Basic knowledge of accounting and budgets, and ability to read, analyze and delve into financial data in collaboration with accounting staff and CFO.
• Effective organization and interpersonal skills, including excellent written and verbal communication skills with ability to maintain professional boundaries and discreetly handle sensitive personnel and patient information.
• Familiarity with Microsoft Office programs, including Word, Excel, Outlook, and PowerPoint and use of electronic health care records.
• Ability to exercise independent judgment and initiative in accordance with agency policies, procedures, and practices.
